Housing Forward Releases 2025 Impact Report Highlighting Year One Progress
Housing Forward is proud to release its 2025 Impact Report, marking the organization’s inaugural year advancing data-driven, collaborative solutions to expand housing access across Oklahoma.
The report captures a year defined by momentum, partnership, and purpose. In its first year, Housing Forward established itself as a trusted, solutions-oriented leader, working with public, private, and nonprofit partners to reduce barriers to housing production and modernize local and statewide systems.
Key highlights from the report include:
Advancing data and research through the launch of a publicly accessible statewide housing dashboard, the release of the Tulsa Smart Growth Report, sponsorship of the National Zoning Atlas for Northeastern Oklahoma, and a new research partnership with the Urban Institute examining Low Income Housing Tax Credit usage.
Driving policy reform at the state level, including meaningful Qualified Allocation Plan improvements, building code reform efforts to support missing-middle housing, and participation in legislative interim studies focused on workforce housing and the economic impact of housing production.
Strengthening local systems through data-driven analysis. We are collaborating with the City of Tulsa to streamline permitting, improve transparency, and increase coordination across departments.
Building a coalition for change by convening partners, hosting community conversations, and amplifying shared efforts through events, workshops, and public engagement.

Every policy change, partnership, and process improvement we pursue is ultimately about expanding these opportunities and ensuring that more people have access to a safe, affordable place to call home.”
The Impact Report also outlines Housing Forward’s priorities for the year ahead, including expanding collaboration with municipalities, delivering new research on housing production and faith-based land opportunities, advancing statewide policy reform, and launching new local programming to engage partners and emerging developers.
