Utilizing available data, Housing Forward is working toward a future in which vibrant, quality, affordable housing is accessible for all Oklahomans. Data and research which we are producing includes:
Housing Data Dashboard (coming soon!): an accessible database tracking housing demand, supply and outcomes at a state-wide and county-wide level.
Partnering with the Urban Institute on a first-of-its-kind analysis of Oklahoma’s Low-Income Housing Tax Credit (LIHTC) program, with actionable recommendations coming in 2026.
Sponsored the National Zoning Atlas’s inclusion of Northeastern Oklahoma, digitizing zoning codes across jurisdictions for the first time.
Released the Tulsa Smart Growth Report, a comprehensive roadmap to streamline permitting, modernize zoning, and guide investment toward 12,900 new housing units by 2033.

Explore the National Zoning Atlas
We sponsored the effort to expedite Northeastern Oklahoma’s addition to the National Zoning Atlas, making it possible for the first time, to view and analyze zoning codes across municipal boundaries in a unified, online format. This gives communities a data-driven foundation to identify and pursue needed changes.
This data is valuable and useful for communities that need housing development, and many groups can draw from it.

Smart Growth Report
A study of policies and processes hindering the housing development landscape in Tulsa.
This comprehensive review was prepared by Smart Growth America (SGA) in collaboration with Housing Forward and The Anne & Henry Zarrow Foundation. It addresses the critical challenges faced by the City of Tulsa in increasing the supply of affordable, accessible, and equitable housing.
To meet this demand, the Smart Growth Report recommends streamlining development, removing regulatory barriers, and aligning housing with transportation and infrastructure investments.
